Why won't a plumber quote my job over the phone?
Because the price depends on things nobody can see from a phone call: pipe material, access, what’s actually behind the wall, and what the last person to work on it did. A contractor who commits to a firm number sight-unseen has either padded it to cover the unknown or intends to revise it once they’re in your house, and the second one is how people get taken. What they can honestly give you is a range.
What they genuinely can’t know
A water heater replacement sounds standardized until you find the old unit was installed before the expansion tank requirement, or the shut-off is seized, or the gas line was undersized by whoever did it in 2003, or the closet door is narrower than the new tank. Every one of those is a real East Valley job and none of them is visible from a phone call. The same is true of a drain: whether it’s a clog, a break, or a root intrusion changes the price by an order of magnitude and only a camera settles it.
What they can tell you honestly
- The service call or diagnostic fee, exactly.
- A range for the job type, with the conditions that push it to each end.
- Whether they charge flat-rate or hourly.
- Their after-hours premium.
- What their workmanship warranty is and whether it’s in writing.
If someone won’t give you those five things on the phone, that’s a different problem than the quote.
The version to be suspicious of
A very low, very confident phone number is a scheduling tactic, not a price. It gets a technician in the door, and the real number appears after the diagnosis with a reason attached. You’re then standing in your own kitchen with the water off, which is the worst possible position from which to negotiate. That’s the entire mechanism, and it works because it’s hard to say no at that moment.
