Why the same heater costs different money in two houses
The unit is close to a commodity. Everything around it’s not. A 2003 house with the heater in an open garage bay, an existing expansion tank, and a shut-off that still turns is the cheap version. The same model in an interior closet behind a 28-inch door, with a gas line that was undersized by whoever did it last, is a different day’s work. That’s the entire spread, and it’s why an honest contractor won’t commit before seeing it.
What the valley adds to the equation
Hard water deposits scale. Scale settles on a tank floor and insulates the burner from the water, so the burner runs longer and the steel above it runs hotter than designed. That works against the top of a manufacturer’s 8–12 year rating rather than for it. Flushing annually is the cheapest thing you can do about it, and almost nobody does it once.
The upsell to watch for
A failed water heater is an urgent, uncomfortable problem, which makes it the ideal moment to sell someone a tankless upgrade they hadn’t budgeted. Tankless can be genuinely worth it, but decide it on its own merits, on a day when you have hot water, not standing in a wet garage. Ask for the tank replacement priced separately, so you’re comparing two real numbers instead of one. That range assumes the heater sits somewhere we can reach it and the existing gas, venting and electrical suit the new unit. What it doesn’t cover: a closet install that needs the door off, a gas line that turns out to be undersized, a pan and drain where there wasn’t one, and after-hours scheduling. Those are the things that move the number, and they’re why we quote at your house instead of over the phone.

Is it cheaper to buy the heater myself?
Usually not, once you account for warranty. Most manufacturers' full warranties assume professional installation, and many contractors won’t warrant labor on a unit they didn’t supply. You also carry the risk if it’s the wrong unit for the space. The savings are real and smaller than they look.
Do I need a permit?
It depends on your city. Some East Valley cities exempt a like-for-like tank swap when an Arizona licensed contractor does it at equal or less BTU/amperage; none exempt tankless, an upsize, or a homeowner doing the work.
